The City of Springfield will be accepting sealed bids for all material, labor and equipment for the “Harris Hinely WWTP Upgrades – Phase II”. This includes the following, with all related accessories as shown on the Construction Drawings and called for in the Contract Documents and Technical Specifications:

Demolition and removal of existing piping and appurtenant structures for two existing clarifiers; Addition of a new secondary Clarifier; Construction of new piping and appurtenant structures for the new and existing clarifiers; Demolition and removal of existing outfall section; Addition of new outfall piping and appurtenant structures; Construction of new miscellaneous pipe connections to new parts of the Work; Demolition, removal, and replacement of surface site features around construction areas; Addition of a new Sludge Flow Measurement System; Addition of a new SCADA System; and Performance of the Work while keeping the Facility fully operational.

Sealed bids will be received at Springfield City Hall, 130 S. Laurel Street, Post Office Box 1, Springfield, GA 31329, until 2:00 p.m., Thursday, July 22, 2021, at which time all properly received bids will be opened and publicly read.  Bids received after the deadline will be rejected and returned unopened.  No Bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days.

Bids must be typed or printed in ink.  Bids submitted as a result of this invitation must be submitted on the Bid Form provided as well as include the Non-Collusion Affidavit and Security, Immigration Compliance Affidavit and Bidder’s Qualifications as outlined in Section 00 22 13 “Supplementary Instructions to Bidders” of the bid document. It is the bidders’ responsibility to print out their own separate copy of all required documents for submittal. A Bid Security in the amount of 5% will be required.  Bids should be returned in a sealed envelope marked “Sealed Bid: WWTP Upgrade-Phase II”.  Bids may be mailed, or hand delivered and will be received by the following:

There will be a Mandatory “Pre-Bid” Conference held on Thursday, July 1, 2021, at 2:00 p.m. The conference will be held remotely at the Harris C. Hinely, Sr. WWTP Office located at 313 Industrial Blvd. Rincon, GA. All interested parties are required to attend.

To obtain a copy of bidding documents, please go to www.intse.com. Documents are available for download at no charge. However, bidders MUST submit payment for bidding documents to Integrated Science and Engineering, Inc. in order to become qualified to submit a bid for the project. DO NOT call Integrated Science and Engineering, Inc. or OWNER for a copy of the bidding documents unless you are wanting to be a qualified bidder.

It is MANDATORY that all prospective bidders purchase the Project Manual and Construction Drawings from the office of Integrated Science and Engineering, Inc.. A hard copy may be obtained upon non-refundable payment of $150. An electronic copy (downloaded from the website) may be obtained upon non-refundable payment of $25.

It is the Bidder’s responsibility to ensure they have all bidding documents and addendums from the website and verify that payment has been received by Integrated Science and Engineering, Inc.. All technical questions should be emailed to  Tyler Bunn (tbunn@intse.com) with Integrated Science and Engineering, Inc. Technical questions will not be accepted or answered over the phone.

Contract/Bidding Documents may be examined at the following locations:

The project shall be Substantially Complete within 365 calendar days from the date of Notice to Proceed of the contract. Liquidated Damages shall be assessed in the amount of $300 per day for each calendar day required to achieve Substantial Completion.

The project shall be Final Complete within 45 calendar days beyond Substantial Completion. Liquidated Damages shall be assessed in the amount of $300 per day for each calendar day required to achieve Final Completion.

The City of Springfield provides assurance to Bidders that all anticipated Federal, State, and Local Permits along with anticipated Rights of Way and Easements have been obtained or will be obtained prior to the issuance of the Notice to Proceed.

The City of Springfield will not issue or cause to be issued any addenda modifying the Project Manual or Construction Drawings within a period of 72 hours prior to the advertised time for opening bids, excluding Saturdays, Sundays, and State of Georgia Legal Holidays.
