The Planning and Zoning Technician is responsible for support and coordination of various tasks and projects within the Community Development Department. Position will offer support to the Planning and Zoning Director related to permitting, zoning, planning, project management and code enforcement. In addition, the position may be responsible for other related duties as may be needed for the Community Development department to address changing department needs and practices.
Job Context
The Planning and Zoning Technician is a full-time, permanent position in the Community Development Department. The position shall be under the general direction of the Planning & Development Director. The person in this position is supervised multiple times daily. The person in this position works a minimum of 40 hours per week. 80% of the work for this position is done indoors; 20% of the work is potentially done outdoors in all types of weather conditions. Physical work consists of, but is not limited to, standing or sitting for long periods of time, walking, and lifting. Attendance at planning and zoning meetings held after standard office hours is required from time to time.
Major Duties and Responsibilities
Maintains professionalism, and composure, and demonstrate tact, patience and courtesy.
- Processes intake and manages approvals of building department permit applications. Attends to all permit-related customer service inquiries and educates customers on the permitting process.
- Manages Code enforcement activities. This includes reviewing complaints, providing accurate information regarding city codes, verifying ordinance violations and managing the notification and citation process.
- Assists with requests for zoning actions such as conditional use, variance, special exemption, rezoning, and annexation requests as well as preparation of public hearings by providing written notice to property owners, public, and press regarding all zoning matters.
- Attends training and continuing education to further knowledge and understanding of building, zoning, planning, permitting, and code enforcement.
- Compiles, prepares and enters data into records management program for various application types and processes. Verifies data entries for accuracy and completeness, reviews staff notes, and uploads supporting documents.
- Assists in activities associated with the Planning and Zoning Board, which includes providing support for and attending any meetings and workshops with Council and Board members.
- Composes, types and proofreads a wide variety of complex documents, reports, letters and memoranda.
- Utilizes various computer applications and software programs; creates, formats, and revises department forms and applications as requested.
- Performs a variety of research activities as needed; prepares and updates various information and/or staff reports, statistical reports and data as required.
- Assists in a variety of department operations; performs special projects and assignments as assigned.

- Knowledge of zoning and building policies and procedures.
- Knowledge of city policies, procedures, and codes such as City Charter, ordinances, and regulations.
- Methods and techniques of effective technical report preparation and presentation.

- Fundamental concepts and familiarity with the practical and regulatory application of planning, zoning and land use principles.
- Pertinent federal, state, and local laws, codes, and regulations including Georgia Open Records Act.
- Principles and practices of automated and manual records management, retrieval, and storage.
- Modern office procedures, methods, and equipment including proficiency with personal computers and/or laptop, Microsoft Office and other software as required by the position.
- Practices and techniques of meeting minute taking and preparation.
- Methods and techniques of customer service and public relations practices and procedures.
- Mathematical principles.
- English usage, spelling, grammar, syntax, punctuation, and business math.
- The employee is frequently required to sit and talk or hear.
- The employee must occasionally lift and/or move up to 25 pounds.
- Specific vision abilities required by this job include close vision and the ability to adjust focus.
- The noise level in the work environment is usually moderate.
Licenses and Certificates
The person in this position must have a valid driver’s license.
Education and Experience
A High School Diploma or GED.
- At least four years of customer service experience.
- Previous experience in public sector planning and zoning administration preferred.
