SUMMARY:Public Forum for Lot Creation Application Process (LCAP)
DESCRIPTION:Lot Creation Application Process (LCAP) \nThe City of Springfield is proposing a process in which those desiring to develop land for commercial or residential purposes will be required to apply for development approval by submitting preliminary concepts for consideration on an annual basis. This annual application process\, referred to as the Lot Creation Application Process (LCAP)\, is proposed to begin in 2026. The City of Springfield will only award a limited number of lot creation\, or system taps each year. \nThe LCAP review will be conducted by staff and proposes to score each development project based on factors such as zoning\, jurisdiction\, Comprehensive Plan compliance\, and affordable housing components. Projects with the highest scores will be considered first. A number of potential system taps will then be awarded to each project based on additional factors such as length of utility extension\, proposed zoning\, annexation potential\, number of taps requested\, and other potential factors. \nThe City of Springfield will hold two public forums on this proposed process to receive feedback from potential developers\, property owners\, and/or residents. Any interested parties are invited to attend. Public forum dates and times will be: \nMarch 24\, 2026 at 2:00pm\nApril 7\, 2026 at 2:00pm\nThe forum location will be the Springfield Council Room located at 130 S. Laurel Street (located between Springfield City Hall and Springfield Police Department). \nIt is the policy of the City of Springfield that all City-sponsored public meetings and events are accessible to people with disabilities.
