Ulmer Park Mural Design and Installation
City of Springfield, Georgia
Introduction
The City of Springfield, Georgia is seeking proposals from qualified mural artists or artist teams to design and install a large-scale outdoor mural at Ulmer Park. The selected artist will create an original work of public art that enhances the visual identity of the park, celebrates the Springfield community, and creates an engaging and welcoming environment for residents and visitors.
The City encourages proposals that reflect local culture, history, recreation, community pride, and the character of Springfield.
Project Overview
The project consists of the design, preparation, and installation of a mural on the exterior of the restroom building located within Ulmer Park.

Mural Surface
- Approximate dimensions: 20 feet wide x 8 feet high
- Approximate total area: 160 square feet
- Surface type: Exterior concrete block wall, primer applied
The selected artist will be responsible for all aspects of the mural project, including concept development, surface preparation recommendations, materials, installation, and final protective coating.
Project Goals
The City seeks a mural that:

Scope of Work
The selected artist or artist team shall provide the following services:
- Develop an original mural concept and final design
- Participate in community engagement and/or incorporate community-inspired themes into the design
- Coordinate with City representatives regarding design approval and scheduling
- Provide all labor, equipment, materials, lifts/scaffolding, and supplies necessary for installation
- Prepare the mural surface as needed
- Install the mural in a professional and safe manner
- Apply appropriate weather-resistant and anti-graffiti protective coatings, if applicable
- Provide a maintenance and care plan for the completed mural
- Maintain the project site in a safe and orderly condition throughout installation
All artwork must be original and may not infringe upon copyrighted materials.
Proposal Requirements
Interested artists or artist teams must submit a complete proposal package including the following:
- Artist Information
- Name of artist or artist team
- Mailing address
- Phone number
- Email address
- Website and/or social media portfolio links (if available)
- Letter of Interest
A brief statement describing:
- Interest in the project
- Relevant mural/public art experience
- Artistic approach and vision
- Concept Proposal
Include:
- Concept narrative or description
- Preliminary sketches, renderings, or examples of style
- Description of how the mural will engage with the wall space and surrounding park environment
- Description of any proposed community engagement component
- Budget Estimate (Required)
Proposals must include a detailed project budget estimate outlining all anticipated costs, including but not limited to:
- Artist design fees
- Materials and supplies
- Surface preparation
- Equipment rental/scaffolding/lifts
- Installation labor
- Travel expenses
- Protective coatings/sealants
- Insurance costs
- Contingency costs
The proposed budget should clearly identify the total project cost.
- Project Timeline
Provide an estimated timeline for:
- Design development
- Surface preparation
- Installation
- Final completion
- Maintenance Plan
Provide recommendations for long-term care and maintenance of the mural.
- References and Work Samples
Provide:
- At least three professional references
- Examples of previous mural or public art projects, including photographs
Budget
The City anticipates awarding a contract based on available funding and proposal quality. Artists should provide a realistic and comprehensive budget estimate for the full scope of work.
The City reserves the right to negotiate scope and pricing with the selected artist.
Period of Performance
The anticipated project schedule is as follows:
- Proposal Release Date: May 29, 2026
- Proposal Submission Deadline: July 31, 2026
- Artist Selection Notification: August 12, 2026
- Project Start: September 2026
- Estimated Completion: December 2026
Artists are encouraged to complete installation within approximately two (2) to six (6) weeks, weather permitting. However, the selected artist will have up to three (3) months from the notice to proceed to complete the project.
Insurance Requirements
The selected artist or artist team must provide proof of insurance prior to beginning work, including:
- General liability insurance
- Coverage for personal injury and property damage
The artist shall be responsible for any loss or damage associated with design, fabrication, transportation, materials, equipment, and installation.
Selection Criteria
Proposals will be evaluated based on the following:
- Artistic quality and creativity
- Relevance to community character and project goals
- Experience with outdoor/public mural projects
- Feasibility of installation approach
- Durability and maintenance considerations
- Completeness and professionalism of proposal
- Budget and timeline appropriateness
Rights and Ownership
Upon final payment, the City of Springfield shall retain ownership rights to the completed mural artwork and photographs of the installation for promotional and public purposes.
The artist retains the right to use images of the completed work in portfolios and promotional materials.

Reservation of Rights
The City of Springfield reserves the right to:
- Reject any or all proposals
- Waive informalities or irregularities in proposals
- Request additional information from applicants
- Negotiate modifications to proposals
- Cancel or reissue this RFP at any time
The City is not responsible for any costs incurred by applicants in preparing or submitting proposals.

JUNE 2, 2026 UPDATES
1. Will out of state applicants be considered? Yes
2. Will qualifications be applicable as opposed to conceptual proposal sketches? Yes. The City will accept qualifications in lieu of conceptual proposal sketches. Respondents may submit examples of past mural projects, a statement of qualifications, relevant experience, references, and an overview of their artistic approach. The selected artist or artist team will work with the City during the project development phase to create a site-specific mural concept that reflects the project’s goals and community character.
3. Is there a ballpark figure for the allocated project budget? The anticipated budget for this project is not to exceed $8,000.00.
